Now’s your chance.The Opportunity The anticipated five-year USAID-funded Furthering Health Reform and Recovery Activity in Ukraine will strengthen the health system and support the Government of Ukraine (GoU) to move the health reform process forward. As people reconnect to care despite the ongoing Russian invasion, the project will strengthen sustainable financing and governance of healthcare to support health reform and recovery; improve health workforce capacity for accountable provision of quality healthcare; expand reach and capacities of digital health platforms and tools driving transparency and accountability; strengthen public support for health reforms aimed at transparency, efficiency, and accountability; and restore services and reconnect people to care. The Technical Advisor, eHealth/HMIS will be a full-time project staff member and will be responsible for guiding the Activity’s overall eHealth technical strategy and implementation, ensuring eHealth interventions are well integrated across activity components, are of high quality, and are aligned to advance achievement of broader health system reform and anti-corruption goals. The position will be based in Kyiv, Ukraine and is contingent upon project award to Abt. Core Responsibilities Provides technical leadership and oversight for the design of systems and mechanisms to ensure real-time, quality health and administrative data is available to the MOH and other interested parties, through a secure platform. Contributes to the development of a national, integrated health information (eHealth) system in coordination with government and other donor agencies. Supports and facilitates intra-government convening with Ministry of Health to establish guidelines, review data systems, and oversee adherence to eHealth strategies and standards. Serves as the focal point for eHealth/HMIS for the project. Manages and builds the capacity of staff. What We Value A Bachelor's degree in Information Sciences and Data Management, Business or Public Administration or related/relevant field; an advanced degree preferred. Minimum of 7 years of relevant work experience with 5 of those years managing technical assistance in the areas of information technology, eHealth / digital health systems, and health data management. Demonstrated experience managing and building the capacity of staff. Experience in Ukraine or similar country settings, preferably under USAID or other internationally funded health programs. Experience building and maintaining partnerships with host country governments and relevant stakeholders. Excellent facilitation, verbal and oral communication skills with the ability to effectively set priorities and handle competing time/resource demands. Demonstrated competence in guidelines and standard operating procedures (SOPs) to institutionalize evidence-based practices and procedures and promote transparency and accountability in health systems.
