The aim of the program is to intensify cross-border cooperation between public and private actors on both sides of the border. It also aims to mitigate the effects of borders in the areas of employment and training, the environment and energy transition, tourism, cooperation in social and healthcare services and governance. Another goal is to intensify cooperation at the level of small structures. A European Grouping of Territorial Cooperation (EGTC) under Luxembourg law has been appointed as the managing authority and body responsible for the administrative implementation of the program. Its members are the Grand Est Region and the Ministry of Housing and Spatial Development of the Grand Duchy of Luxembourg. In this context, the Managing Authority has set up a Joint Secretariat of the program, whose offices are located in the House of the Greater Region in Esch-sur-Alzette. The team of the Managing Authority and the Joint Secretariat is multilingual, intercultural and made up of around fifteen people of different nationalities. Job description The IT Officer is an expert in the management of the IT infrastructure and the implementation of software to manage the program's projects. The IT Officer shall be responsible for managing the entire IT infrastructure of the Joint Secretariat, including the individual workstations and the IT infrastructure that ensures the functioning of the Joint Secretariat. The consultant is responsible for the implementation and support of the project management software and the technical support of the program's website and intranet. These tasks are carried out in close coordination with the Center for Information Technology of the Luxembourg State (CTIE). As part of the supervision of the project management software, the consultant will update the system and check that it is working correctly. Separate plugins may need to be developed to meet the specific requirements of the program or participation in the development of plugins may be required. The IT officer is responsible for assigning user rights for all systems used by the program. The position may require travel within the Greater Region. Occasional travel to other EU countries is also possible.
