Organizational Context The United Nations Office on Drugs and Crime is the lead UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard. UNODC’s mission is to contribute to global peace and security, human rights and development, by making the world safer from drugs, crime, corruption and terrorism.The UNODC Programme Office for Ukraine (UNODC PO) is located in Kyiv, Ukraine. UNODC is a member of the UN Country Team and builds on its ongoing presence in Ukraine to support the Government of Ukraine’s response to the economic and social impact of the war in Ukraine.Ukraine's prisons have been badly affected by the war, with extensive damage and severe disruptions to prison management and conditions. The disruptions experienced during the conflict put prisoners' security and basic needs at risk, creating an exceptionally challenging environment for prison staff. These challenges, in turn, jeopardized Ukraine's ambitious reform plans for its penitentiary service, emphasizing the urgent need for intervention to mitigate the effects of the war.Jointly with the Ministry of Justice of Ukraine UNODC developed a new programme «Penitentiary Assistance in Response to the Armed Conflict and Emergency Needs in Ukraine ( Programme)» - the purpose of which is to improve prison and offender management in Ukraine; enhance the country's emergency response and crisis preparedness; and support longer-term institutional reform efforts in the MoJ.UNODC is recruiting staff essential to facilitate the penal and prison reform programming. Ensuring the timely and efficient implementation of the programme requires filling the current staffing gaps.This position is located in the Programme Office in Ukraine, United Nations Office on Drugs and Crime (UNODC). The incumbent will be under the direct supervision of the Head, the UNODC Programme Office in Kyiv (or a person designated by the Head of Office) and the Crime Prevention and Criminal Justice Officer, Crime Prevention and Criminal Justice Section in Vienna. Duties and Responsibilities Summary of Key Functions:The incumbent will be responsible for providing substantive and administrative contributions in the area of programme management and implementation, reporting, monitoring and evaluation in conformity with United Nations rules and regulations, and policies for the implementation activities/processes for the Programme. Within assigned authority, the National Programme Officer will be responsible for the following duties:• Act as a resource person for the Programme.• Provide a range of implementation assistance at all phases of the programme cycle, including the inception phase with assessments, work plan, recruitment of consultants, procurement of goods and services, preparation of terms of reference and concept notes, reporting (to UNODC, donors and stakeholders), processing administrative actions, follow up on implementation of activities and resolve challenges, monitoring and evaluation.• Prepare and maintain country-specific and tailored work and monitoring plans, draft related reports on programme achievements at the levels of activities, outputs, outcomes and objectives in line with UNODC and donor-related reporting requirements, and prepare other written outputs, such as official correspondence, briefings and presentations.• Coordinate work with the national counterparts from the public sector, private sector and academic institution to facilitate the development, implementation and evaluation of assigned programme etc.• Take substantive part in the organisation and delivery of programme activities including training and other capacity-building activities to prison and penal reform in Ukraine.• Prepare documentation, analyses and collate papers/reports, including background materials, analytical and substantive documents and reports, documentation on training courses and meetings, briefing notes, working papers, linked to prison and penal reform in Ukraine.• Carry out basic research and analysis and present information gathered from diverse sources in order to keep abreast and maintain a knowledge based on emerging issues related to prison and penal reform in Ukraine.• Coordinate various assignments, in collaboration with the national counterparts, by planning and facilitating workshops, trainings, peer-to-peer exchanges or other interactive sessions and assisting in developing the action plan that the national counterparts will use to manage the change.• Coordinate action with the United Nations Country Team and the Resident Coordinator in Ukraine and other relevant coordinating mechanisms in the country as well as with UN agencies.• Provide administrative and substantive support to consultative and other meetings and conferences, including proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.• Collaborate closely with relevant Sections and Branches of UNODC, providing information upon request.• Participate in field missions, including provision of substantive and administrative support, organizing of meetings with counterparts and data collection.• Support and participate in the recruitment for the programme; draft Terms of Reference, prepare short-lists, prepare written and oral questions; assist in guiding programme personnel towards the achievement of the programme’s objectives.• Provide material to the advocacy and communications team to draft media briefings, press releases and inputs for webpage.• Prepare budgets, monitor and report on the expenditures and the utilization of financial resources under the programme and draft or contribute to financial progress reports, ensuring compliance with United Nations financial rules and regulations as well as applicable reporting requirements.• Conduct formal closures of programmes, final budget revision, transfer of equipment, clearance, publication and distribution of final report.• Ensure the implementation of the programme with due respect to the human rights of the personsinvolved and promoting gender equality.• Establish an effective and transparent partnership with relevant parties at national level, in particular prison and probation services, as appliable, and other national stakeholders that are engaged in the field of penal and prison reform. Identify and track follow-up actions.• Perform other work-related duties, as required. Work implies frequent interaction with the following:Counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programmes and other UN specialized agencies; Representatives and officials in national governments, international organizations, consultants; Representatives from the private sector, civil society and academia. Results expected: Implements programmes’ work plan. Create strategic partnerships. Executes technical, administrative, and financial implementation of programme, coordination as well as monitoring. Carries out research and analysis of issues and developments affecting programme/project development, administration and implementation etc. UNODC supported in its events and dissemination of information. Provides thorough and well-reasoned written contributions. Programme progress and delivery reports written. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally. UNODC represented in meetings and events. Human rights, gender equality, and youth are mainstreamed in programming and communication Measurable outputs of the work assignment: Full and appropriate implementation of the duties in line with the programme activities; Results, experiences and lessons learned during implementation of the programme; Reporting and quality monitoring activities completed. Performance indicators for the evaluation of results: Respective sections of the annual work plan of the programme are fully and timely implemented; Funds delivery allocated for the programme activities reached as much as possible; Programme and Component activities are carried out in strict accordance with UNDP/UNODC rules andprocedures. Experience: A minimum of 5 years with a Master`s degree (or equivalent) of progressively responsible experience in the field of crime prevention and criminal justice, including penal and prison work is required. Work experience at the national or international level in programme management, in particular, technical assistance projects, including planning, implementation, monitoring and evaluation is required. Practical experience in the design, development and delivery of capacity-building activities and in the development of training tools, materials, manuals or curricula, with a focus on prison/penal reform is desirable. Work experience in an international organization or within the United Nations system is desirable. Work experience in delivering workshops/training courses for criminal justice officials, including prison and/or probation officers, is desirable. Experience in the usage of computers and office software packages (MS Word, Excel and handling of web-based management systems, and database management. Language Requirements: For this position fluency in English and Ukrainian is required; the ability to draft clear and well-organized texts in both languages is required.
