In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) has been established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries.The PMU will be led by an Operational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding.TEAM PURPOSE: To ensure effective financial management and reporting within Ukraine programmeROLE PURPOSE: To be responsible and accountable for day-to-day work assigned by the line manager.JOB PURPOSE: Key Responsibilities and Accountabilities the Finance Assistant is required to provide support to Ukraine country team and in relation to the organizational objectives and to work with others.KEY RESPONSIBILITIES Assist Finance Officer in process all the payments assuring it includes all supporting docs: invoices, receipts, proof of payment, procurement reports, contracts, etc. This will require seeking appropriate authorization and submitting the documents approval and ensuring that all supporting documents are appropriately filed.Assist Finance Officer in timely disbursements (Cash and Bank), prepare and submit a monthly Bank & Cash reconciliation.Ensure that all payments requested are in line with agreed budgets.Support Finance Manager, preparing financial reports as needed for internal use, donors, audit, state agencies, etc..Assist Finance team with the annual external & internal audit process.Assist Finance team in keeping all supporting documents available for review when required.Assist finance team in checking of partners' financial reports and supporting documentation to ensure it is in line with Oxfam & donor reporting guidelines; ensuring partners are able to submit regular and accurate financial report using agreed templates on time and provide written feedback on the financial reports to the partners within a reasonable timeline.Maintaining partner file both hard and soft copy as an archive including all partner information and documentation according to standard filling system.Update the Partnership register on a regular basis.Undertake regular field visits to other sub-offices and desk review to ensure financial compliance with Oxfam. Minimum 2 years of relevant experience Competency in use of relevant technology systems (MS Office suite, financial accounting, and accuracy skills) Good influencing and networkingGood planning skills to include flexibility and adaptabilityExcellent follow up skills.
