Position DescriptionRTI is seeking an Energy Investment Team Lead for the anticipated upcoming SPARC activity. This position will be responsible for overall performance, management, and execution for investment and finance activities across the energy and gas supply, storage, energy efficiency, and district heating sectors. This position will provide project planning, oversight, leadership, and coordination for related investment activities and work with all other technical integration unit teams to catalyze over $2 billion in energy and gas investment in Ukraine. The Investment Team Lead will build and maintain strong and favorable client, partner, investors, community, and team relations. They may provide technical assistance and support activities where necessary. The Investment Team Lead will report to the DCOP, Technical for SPARC.Position is contingent upon award and funding. ResponsibilitiesYour primary responsibilities will include but not be limited to: Leads day-to-day technical implementation and management matters including strategy development, planning, delivery, and oversight for investment support activities including development and updates f a transaction pipeline, management of investment project proposals within the domains of energy generation (including renewable energy), gas, delivery, storage, transmission, and energy efficiency. Provide technical support and management for concept development, pre-feasibility, feasibility, and the necessary environmental and social impact analyses to advance investment.Provide technical support and capacity building for projects that are owned by the state or municipal government which may include jointly presenting to investors in partnership with Ukrainian government stakeholders or international financial institutions. Manage and oversee the design and support of project pipelines with an emphasis and priority to non-recourse project financing and maintain consistent and strong dialogue with finance community (e.g. MFIs, private banks, project-preparation facilities, impact funds, etc.) Leads the design and coordination of technical activities ensuring that the operating principles of sustainability, anti-corruption, donor coordination, stakeholder participation, USAID project coordination, grant coordination, gender, public events and distribution of materials, and adaptive management are integrated into all activities. Manages and aids in stakeholder engagement ensuring that there is effective coordination and communication with USAID, government authorities, regulatory bodies, electricity sector, natural gas sector, municipal sector, energy producers, donors and other stakeholders.Ensures that all investment deliverables exceed expectations and managed within budget. Responsible for developing and implementing practices to ensure a high level of staff morale and retention. QualificationsBachelor's Degree and 15 years of experience, Master's degree and 12 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience.At least 10 years of project experience in investment support activities including managing the review and preparation of investment project proposals, concept development, and pre-feasibility analysis within the domains of energy generation, delivery, storage, and energy efficiency.Demonstrated experience in designing and supporting project pipelines with an emphasis and priority to non-recourse project financing. Energy finance/investment experience in Post-Soviet and/or European Union (EU) integration countries.Fluency in English
