Title: State Owned Enterprise AdvisorRequesting Office: USAID/Ukraine Work Mode: Remote with On-Site or In-Country support as needed. (Must operate on Ukraine time zone- at 6 hours a day) TDYs: Up to 4 TDY trips per year if outside Ukraine Vistant (formally PMCG), recognized as one of the fastest-growing companies across the country and the region by Inc. 5000, Financial Times, Washington Technology, and the Baltimore Business Journal, is a public-sector management consulting firm serving federal international development, healthcare, and social services agencies. Vistant is seeking a State-Owned Enterprise Advisor to support USAID/Ukraine. Specific deliverables for the Advisor will include but are not limited to: Advise USAID/Ukraine's strategy and program implementation within its State-Owned Enterprise (SOE) portfolio. This includes direct budget support monitoring and oversight and corporate governance. Liaise with other stakeholders (GOU, donors, Washington DC, etc.) in the sector. Provide expertise and advice to USAID/Ukraine on portfolio linkages with other sectors, including economic growth, critical infrastructure, and reconstruction. Position Description: The State-Owned Enterprise Advisor will work in the USAID Ukraine Office of Economic Growth (OEG), supporting the State-Owned Enterprise (SOE) Team and under the supervision of the SOE Team Leader or her/his designee. The State Owned Enterprise (SOE) Advisor will support the SOE Team's activities and responsibilities. This may include undertaking new activity designs; assist in the implementation and monitoring of contracts or grants; undertaking and completing analyses; and responding to requests for information and other reporting. The Advisor may also be tasked to provide other expert advice and support to other teams in the Economic Growth Office as needed. In particular the Advisor may advise on linkages between the SOE portfolio and the Mission's engagements on infrastructure, such as water and sanitation, irrigation, health, heating, transportation, etc. Qualifications: Education: Minimum Master's degree in relevant field (international affairs, economics, business, finance, etc.). Prior experience in privatization or public finance/audit. Prior Work Experience: 7+ years of experience working in international development, with 2 years in reconstruction environment. Language Proficiency: Fluency in English. Ukrainian or Russian language desirable. Previous experience working with USAID directly is extremely desirable.
