Requisition ID: req49254Job Title: Grants Partnership and Compliance ManagerSector: GrantsEmployment Category: Fixed TermEmployment Type: Full-TimeOpen to Expatriates: NoLocation: Kyiv, UkraineWork Arrangement: Job DescriptionThe Grants Partnership and Compliance Manager works in the Grants Department and will report to the Grants Coordinator but will also work very closely with the Partnership Coordinator and the Partnership Department. The first part of this position is focused on further integrating and aligning partnerships sub-awards and donor grants and working closely together with the Partnerships Department on this. This includes reviewing partnership proposal development, narrative and financial reporting, partnership agreements and other grants information, as well as internal capacity-building on grants management within the IRC Ukraine program teams and partners. The second part of this position is focused on overseeing donor compliance and internal IRC rules and regulations on all grants and partnership sub-awards to enable IRCs and partners to preempt major issues. This will include assisting with programmatic and budgetary monitoring of the implementation of IRC and partners. Main responsibilities: Compliance- Stay abreast of donor regulations and guidelines, ensuring a comprehensive understanding of the compliance requirements associated with each grant. With guidance of the Grants Coordinator and close support of IRC headquarters.- Regularly review and disseminate relevant compliance updates to the Grants and Partnerships Departments to maintain a high level of awareness.- Thoroughly review grant/donor and partnership agreements to identify and comprehend specific compliance obligations.- Serve as a point of contact for compliance-related queries from internal and external stakeholders.- Facilitate effective communication between program teams, the Grants Department, Partnership Department and other relevant departments to address and resolve compliance challenges. Grants Management- Act as a liaison between the Grants and Partnerships Departments, ensuring effective communication and coordination, including regular cross-departmental meetings.- Work closely with the Partnerships Department to ensure all partners/sub-awards follow all IRCs and donor/grant requirements and guidelines, throughout the project management cycle from project design to donor/sub-award negotiations, through partnership agreement review, implementation and monitoring, and project closure.- Keep the Grants Coordinator and Partnership Coordinator informed of any projected inability to meet contractual obligations, report submission deadlines and spend rates/significant budget variances on implementation of both IRC and partners.- Identify needs for amendments of any project frameworks, budgets, and grant/donor agreements, and lead process and submission of this – ensure amendments include partners and final results are cascaded to partnership teams.- Support managing and aligning the Ukraine Grants tracker and Partnership tracker, updating it on an ongoing basis, and ensuring continued relevance as a reference tool for the wider team.- Maintain up-to-date, comprehensive database of donor guidelines relevant to the program portfolio, including support to local partners. Support maintenance and updating of the IRC’s Opportunity Tracking & Implementation System (OTIS).- Maintain and update online information management and filing systems, ensuring all relevant documentation and key communications are appropriately filed both for IRC and partner grants.- Ensure IRC colleagues have access to relevant grants and partnership records and information.- Undertake other key grants management, program development, monitoring and evaluation, communications and external relations activities as requested.- Maintain knowledge of grant agreement language and regulations, serving as a knowledge resource on donors and advancing questions where needed.- Compile and respond to information requests from IRC’s headquarters. Reporting- Support in the development of high-quality donor reports (narrative and financial) according to IRC and donor regulations with specific emphasis on Partnership inputs, as well as work with partners on improving quality of reporting.- Collaborate with the Partnership teams to enhance standard reporting templates, like narrative, log frame, financial reporting and other tools.- Support the Grants Coordinator with donor communication both from and to. This includes ensuring that partner achievements, challenges or changes are reported to the donor and that all partners receive relevant update from the donors, including meeting invites, events and especially when there are changes to regulations or contracts.- Working with communications, program and MEAL staff to collect lessons learned and case studies from partners. Proposal Development and Fundraising- Improve co-designing processes, when developing new proposals with partners.- Work closely with partnership to ensure all new partners proposals are aligned with donor proposals requirements and lives of the quality standards of the donors, as well as ensure that partnership proposals are accurately reflected in the donor proposals.- Review partners proposals – including compilation/editing of the technical narrative, development of budgets and budget narratives, drafting of required annexes, etc.- Under the supervision of the Grants Coordinator support in the development of donor relationships and identification of new funding opportunities.- Support development of external communication tools as relevant for donor visits/meetings on IRC Ukraine as a whole and IRC Ukraine programs in particular Project Cycle Management (PCM):- Support and guide Partnership department on PCM structures for our partners and participate in partners PCMs on a need’s basis.- Support and backstop maintaining and scheduling of PCM meetings as per IRC standards, as well as inclusion of Partners in this.- Participate in budget management meetings, including monthly review of Budget vs Actual (BVA) reports and procurement meetings to address any projected underspend or overspend.- On a needs basis conduct training of relevant staff and partners on proposal development, PCM and reporting. Support project management and oversight of deliverables of all grants/projects and conduct quality assurance of project implementation. Key Working Relationships: Position Reports to: Grants Coordinator Works closely with: Partnership teams, Program teams, MEAL teams, Finance teams and Operation teams Job Requirements: Work experience:- 3-5 years of relevant work experience, preferably in an NGO, international organization or Ministry. Demonstrated Skills and Competencies:- Strong experience with Microsoft Word, PowerPoint Excel, and Outlook.- Strong organizational and time-management skills; proven ability to prioritize and deliver on time.- Ability to manage competing priorities, meet demanding deadlines and work under pressure in unstable security environments.- Execute tasks with meticulous precision, emphasizing a keen eye for detail to ensure accuracy, thoroughness, and compliance with established standards in a dynamic work environment.- Proficiently navigates legal language and adeptly reviews contracts, demonstrating a sharp attention to detail to identify nuances, mitigate risks, and ensure contractual compliance.- Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.- Excellent inter-personal and intercultural skills.- Ability to work both independently and in a dynamic, cross-functional global team structure. Education:- Bachelor’s Degree or equivalent in International Affairs, Development, Law, International Political Economy, Political Science, Social Science or another relevant subject.- A relevant Master’s Degree is considered a strong advantage. Language skills:- Fluency in English, spoken and written is required.- Strong writing and editing skills in English with close attention to detail is required.- Fluency in Ukrainian or Russian is required. Preferred experience & skills:- Experience with partnerships and project management is considered a strong advantage.- Experience with legal documents and grant agreements is considered a strong advantage.- Strong analytical problem-solving skills.- Flexibility to adapt to changing requirements.- Demonstrated ability to work effectively with stakeholders at all levels.- Ability to manage and work through change in a proactive and positive manner.- Familiarity with international donors and fundraising.
