What will you do in this position? The Global Logistics Cluster (GLC) is part of the humanitarian architecture of the Inter- Agency Standing Committee (IASC), together with other 10 Global Clusters. It is led by WFP and it is about enhancing cooperation and partnerships in the Logistics sector. The GLCworksdirectlywithitspartnersandstakeholderstocoordinatethe logisticsresponse during a humanitarian crisis. Its partners and stakeholders include international NGOs, the Red Cross and Red Crescent Movement, other UN organizations, Governments, Academia and Donors. The GLC was formally endorsed by the Inter Agency Standing Committee (IASC) on the 15 December 2010. At country level, the Cluster leadership is held by the WFP Country Director who is accountable to the Humanitarian Coordinator for its management. At country level, the Logistics Cluster is activated whenever there is a need to strengthen the coordination of humanitarian partners who are challenged by logistics issues or constraints when responding to a humanitarian crisis. The objective of a country-level Logistics Sector Coordination mechanism is to ensure implementation of full or part of the 6 core functions of the sectoral cluster approach (i) support service delivery (ii) inform HC/HCT’s strategic decision-making (iii) plan and implement cluster strategies (iv) monitor and evaluate performance (v) build national capacity in preparedness and contingency planning (vi) to support robust advocacy. To date, the Global Logistics Cluster is supporting 28 Governments in the implementation the cluster approach in the sector of logistics -including sudden-onset, protracted crisis and prone to disaster countries. The Logistics Coordination and Partnership Officer is – together with the Cluster Coordinator and Cluster Lead Agency – co-responsible to an efficient functioning sectoral coordination mechanism. The role of the Logistics Coordination and Partnership Officer, as set out in the IASC Generic Terms of Reference for Sector Leads at Country Level, is to co-lead and facilitate this process. The Logistics Coordination and Partnership Officer will work across responding agencies and organizations to support building a common situation awareness of supply chain operations, limitations, and challenges; promote sharing of information and logistics capacities where appropriate; offer technical advice on supply and logistics operations where needed. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food. WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Being a Logistics Coordination and Partnership Officer requires a very specific set of skills, composed on one hand of advanced technical capacities in Project Management - including assessment, planning, implementation, monitoring and revision of logistics projects - and on the other hand of specific partnership skills to ensure optimum engagement of required stakeholders and negotiation skills to facilitate consensus and achieve common objective. Expert advice Ensure logistics and supply managers have access to relevant technical advice and support on supply chain operations and planning (covering operations, risk assessment and mitigation/management, preparedness and capacity building). Provide logistics and supply managers with technical advice and operational solutions based on detailed cost/benefits analyses and recommended standard operating procedures for supply chain management. Facilitate discussion and agreement on the use of common standards and tools among logistics and supply managers; and promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice. Needs assessment, prioritization, project planning and implementation Working across agencies and organizations, lead a continuous identification and assessment of logistics capacities, gaps and bottlenecks in country. Join inter-agency needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible in any given emergency context. Support the development of an overall engagement strategy, based on the common gaps and needs identified and update it regularly according to evolving needs. Effective inter-agency coordination Provide leadership by co-chairing regular Logistics Cluster meetings to coordinate the continuous identification and prioritisation of logistics needs, as well as technical solutions adequate to overcome bottlenecks and ensure delivery of humanitarian aid/relief. Establish and ensure fluid and regular communication and coordination with all relevant stakeholders, including supply and logistics managers in national and international humanitarian organizations. Information management, Monitoring and Evaluation Support the collection, analysis and dissemination of relevant logistics information (including – but not limited to – capacity mapping, risk and gap analysis). Provide inputs for any relevant operational planning and analyse trends of supply chain risk using tools. Support the proper reporting, communication and coordination with the relevant Information Management Unit. Capacity Building Actively contribute to regular logistics training and workshops as required, in line with developing capacity of all stakeholders. Deliverables at the end of the contract Sectoral Logistics Assessment (local market, government and humanitarian actors’ capacity) is conducted, analysis and report are produced including recommendations to define/revise the current sectoral coordination mechanism/architecture. Sectoral Logistics strategy is developed based on the Sectoral Logistics Assessment report recommendations. Resource requirements for the Sectoral Logistics strategy are developed, monitored (incl. effective follow-up on the relevant budget lines of the Lead Agency), and communicated as needed. Technical guidance, guidelines and best practices are produced and shared with partners when and where required. Produce reports on activities and provide guidance document for corrective measures and the future of the project. Develop and provide briefings on logistics and access constraints, the Cluster Approach and implementation of the Sectoral Logistics strategy are delivered to government officials, donors and other stakeholders. Contribute to the production of key information products and ensure IM products are shared with relevant stakeholders. Activity reports are produced with analysis of achievements and recommendation for improvement. A handover/debriefing report is prepared. Education: Advanced university degree in Supply Chain Management, International Business, International Relations, Humanitarian Project Management, Business Administration and related field or equivalent relevant experience, or First University Degree with additional years of related work experience and/or coursework/trainings. Experience: At least 5 years of postgraduate professional experience in humanitarian project/programme implementation (incl. assessment, management of operational budget and funds, monitoring and evaluation). Additional years of experience is an asset. Out of which: i. at least 4 years professional experience in project/programme coordination and management, including serving in a supervisory role ii. at least 2 years professional experience in emergency response operations (natural disaster and/or complex emergency) and/or preparedness projects iii. at least 2 years experience in supply chain and/or logistics operations (i.e. land transport, international shipping or air transport, warehouse management, freight forwarding, etc). Solid experience in the following areas is essential: Understanding of the international humanitarian response architecture, including co-ordination mechanisms, Humanitarian Reform and humanitarian action, and international emergency response funding mechanisms. Experience of high-level coordination, including serving as the chair of a multi-lateral working group (i.e. any output-oriented group of independent stakeholders); an ability to work within a diverse group, build/develop consensus and deliver on joint outputs. Partnership and service mindset, integrity, result oriented, proactive engagement, gender and culturally sensitive. Demonstrated ability to work productively in remote and high-pressure environments, to motivate a team, maintain morale and deliver on objectives in difficult circumstances. Display strong leadership skills whilst ensuring full participation of partners at all times. Create strategic vision and shared goals based on humanitarian principles. Working knowledge (level B) of another UN language is an advantage.
