JOB CONTEXT: From February 2022 HI has re-opened a Country Programme in Ukraine to respond to the humanitarian needs triggered by the full-scale invasion of Ukraine by the Russian Federation. In 2024, HI pillars of interventions are: Health : physical rehabilitation and mental health and psychosocial support services (MHPSS) for conflict-affected vulnerable population; Protection: HI aims to foster a disability-inclusive humanitarian response; Armed Violence Reduction (AVR): Ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict and is looking at extending the AVR scope with NTS (Non-Technical Survey) activities (subject to accreditation approval) and Victim Assistance ; Basic needs : Providing cash-based transfers, including MPCA (Multi-Purpose Cash Assistance) and a disability top-up; Humanitarian-to-humanitarian logistics (ATLAS Logistique). YOUR MISSION: Under the responsibility of the AVR Specialist and Technical Head of Programs, the Victim Assistance Technical Officer contributes to Humanity & Inclusion’s strategy in Ukraine. Specifically, she/he supports the implementation of a cross-cutting and comprehensive approach to Victim Assistance by HI in Ukraine. As part of HI’s Technical Unit, she/he works closely with the field teams and other technical specialists, especially in the thematic of Protection, MHPSS, Rehabilitation, Inclusive Humanitarian Action and MPCA. She/he provides technical guidance on specific and broader efforts in Victim Assistance, as well as quality management. She/he takes an active role as co-chair of the Victim Assistance Working Group. She/he leads the development of a Victim Assistance strategy. Finally, she/he contributes to HI Ukraine Advocacy strategy. Mission 1. Contributes to the implementation of a cross-cutting and comprehensive approach to Victim Assistance: 1.1.     Leads on delivering a Victim Assistance needs assessment for HI Ukraine; 1.2.     Supports the Technical Head Of Program (THOP) and AVR specialist to advance (through documentation, tools, etc.) a comprehensive and cross-cutting approach to VA for HI in Ukraine; 1.3.     Contributes to the VA strategy development and support teams in its implementation Mission 2. Provides guidance, technical support and quality management to VA-related activities: 2.1.     Provides appropriate technical guidance (including tools) and support to project managers; 2.2.     Identifies possible solutions and resources to address challenges faced by the teams in the field; 2.3.     Contributes to the reporting of VA activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team (including setting up a Victim and survivors data base); 2.4.     Together with the AVR Specialist and THOP, works to develop quality management guidelines and tools for VA; 2.5.     Monitors VA activities’ compliance with national and international standards and organizational SOPs. Mission 3. External liaison, partnerships and representation: 3.1.     Liaises with national government representatives as required, including the National Mine Action Authority; 3.2.     Leads the VA certification process (internal coordination, document collection…); 3.3.     Supports the AVR Specialist to Co-Chair the Victim Assistance Working Group, including organizing meetings, producing minutes and bolstering the functioning of the Working Group; 3.4.     Drafts new project contents for continuity or expansion of the project under her/his technical scope. Mission 4. Contributes to HI Ukraine Advocacy Strategy: 4.1.     Contributes to the implementation of the Advocacy Strategy 4.2.     Provides technical (quantitative and qualitative) inputs to the Advocacy Officer and review  materials produced as needed 4.3.     Maintain a regular VA external data monitoring to feed into the context analysis, internal and external communication CHARACTERISTICS OF THE POSITION: The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. During the winter, most attacks target energy structures, mainly power grids and power plants, resulting in sporadic disruptions of electricity, water, heating and communications. HI has 3 hubs, one in the East (based in Dnipro with sub bases in Kharkiv and Poltava), one in the West (based in Lviv), one in the South East (based in Mikolaiv) and the coordination is in Kyiv. HI staff is accommodated in guesthouses or in hotel (during business trips), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or easy to reach). Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time. Requirements YOUR PROFILE: ·       First level degree (Bachelor or equivalent) in conflict/security issues, international development, international relations or other relevant subject; ·       Previous experience in Humanitarian Mine Action (HMA), Protection or Inclusion with experience working on Victim Assistance and referrals; ·       Ability to multi-task, prioritise and work under high pressure; ·       Personifies and promotes the humanitarian principles and HI’s values and principles to the highest degree.
