About The Role Location: Kyiv, UkraineContract type:-months Fixed Term ContractHours per week: Salary: £, - £, per annum, depending on experience plus monthly allowances of £, per diem and £ security hardship allowance Do you have a proven track record of successfully managing large-scale humanitarian programmes, with a deep understanding of FCDO requirements and processes? Are you eager to utilise this expertise to ensure the effective implementation and reporting of our existing FCDO-funded programme in close partnership with the local implementing National Society? If you have managed large-scale programmes, to challenging standards of accountability, and facilitated complex relationships with a variety of internal and external stakeholders, the British Red Cross (BRC) has an exciting opportunity for you to lead our efforts in Ukraine. Key Responsibilities Decision-making and efficient management of the FCDO-funded programme in Ukraine, ensuring compliance with all BRC and FCDO requirements. Working closely with URCS to develop detailed programme designs and ensuring ongoing implementation, holding joint responsibility for effectiveness. Leading and managing all programme management components from Kyiv, supporting the overall transition of the programme to the Ukraine Red Cross Society (URCS). Aligning the FCDO programme with the broader BRC Ukraine Strategy and supporting capacity building within the national society. Establishing and maintaining appropriate management systems for all BRC-supported activities, including monitoring, security, HR, and accountability. Conducting regular monitoring and support visits to activities, ensuring ongoing relevance and effectiveness of programme direction. Completing regular reporting for FCDO, updating the ongoing Monitoring, Evaluation, Accountability, and Learning (MEAL) framework. Identifying and advising on new programming options consistent with BRC's Ukraine Strategy, supporting proposal development for potential funding opportunities. Managing contractual obligations, producing deliverables and targets, and achieving activity results specified by FCDO and BRC. Supporting programme audits and liaising with internal support teams to meet programme needs. Providing regular updates to BRC management on programme progress, challenges, and areas requiring additional support. Supporting the development of a localisation roadmap to enable URCS to engage directly with FCDO. What We Are Looking For Excellent knowledge of programme management standards and grant management controls, especially related to FCDO or other large institutional donors. Strong analytical skills in multi-sectoral assessments, response option analysis, and project design. Experience in managing large programmes in fragile or conflict settings, with a focus on coordination, organisation, and planning across multiple areas. Proven ability to negotiate and manage large agreements, particularly with FCDO, to high standards of accountability. Demonstrated leadership in managing teams, budgets, and donor relationships, achieving operational objectives. High emotional intelligence and the ability to work effectively and efficiently in high-stress environments, fostering good cross-cultural relationships. Commitment to championing localisation and principled humanitarian action, promoting diversity and inclusion. Willingness to travel internally within Ukraine and operate in demanding environments. About the team The British Red Cross (BRC) as part of its wider response to the conflict escalation on th February is supporting Ukraine Red Cross Society (URCS) provide humanitarian assistance to those in need. BRC prioritises supporting URCS help people directly impacted by the conflict to recover through effective, direct and inclusive local assistance. BRC also funds work to support access to physical and psychosocial rehabilitation while ensuring implementing partners are sustainable, accountable and transparent with safeguarding embedded through their organisations. The BRC office in Ukraine is managed by a Country Manager with four programme managers and a finance and admin coordinator. As a member of the International Directorate you will be part of a directorate responsible for BRC’s international humanitarian response and disaster management, support to resilience programmes and organisational development of our partner Red Cross and Red Crescent Societies around the world. The work of the International Directorate also includes humanitarian policy and advocacy activities and upholding and promoting International Humanitarian Law.
